Using creative engagement methods, this paper presents a study of 132 "newcomers" and mobile phone users seeking to settle in Sweden to examine what resources and capabilities are needed to successfully access digital services.
Building on the work of Ribot and Peluso’s [47] theory of access and broadening the HCI framework, the paper argues for a sociotechnical model of access that connects access control and access benefit to design effective digital services.
